The Structural Review is a purposive, key-informant assessment. It does not draw a statistical sample of the workforce; it gathers the reading of the specific people positioned to see each tier's reality — board, executive, and operational leadership. Validity rests on respondent fit — whether each participant holds an accurate picture of their tier — more than on raw count. These participation targets reflect the number of well-positioned informants needed for a dependable cross-tier reading, not a sample-size calculation.
